Outside Ameida's secure walls, rogue war machines still roam the wasted lands, ruthlessly hunting down any living thing they can find. Within Ameida, the population believes they are led by Mayor Sakumacho. However, their true rulers operate from the shadows: a secretive organization known as PRON. Based in a covert underground complex, PRON rose to power during the war by creating biologically-enhanced super soldiers. It was these elite warriors that allowed Japan to achieve victory, albeit a pyrrhic one. Based out of a covert underground compound, PRON's core objective is to rule Ameida through the façade of Mayor Sakumacho's leadership. PRON aims to rebuild humanity's numbers gradually over time. They work to protect Ameida's inhabitants from the last remnants of the war - rogue military robots that still roam the wastelands beyond the city, attacking any humans they encounter. PRON operatives regularly venture out to rescue survivors and eliminate threats. Within the city, they maintain order and stability for the population. PRON continues developing advanced human enhancements in hopes of engineering the perfect soldier. Their experiments bore fruit with the creation of Subject #23, who gained exponentially greater strength, intelligence and abilities after being injected with the rare substance Adium. But unlike the 22 previous test subjects who died from the dangerous process, #23 managed to escape both PRON and Ameida itself.
